How Canada is Involved

The Canadian government is deeply complicit in Israel’s crimes against the Palestinian people:

1. Canada has hundreds of millions of dollars in military contracts with Israel.

    2. Canadian organizations/charities send tax-free donations to support the Israeli military.

All of these activities violate both Canadian and international law.

    1. Canada has hundreds of millions of dollars in military contracts with Israel, funded by Canadian tax dollars.

The Canadian government sends weapons and weapons components to Israel directly and via loopholes (through the United States).

REPORT (Arms Embargo Now campaign, July 29, 2025): Exposing military exports to Israel. https://armsembargonow.ca/report/

There are hundreds, if not thousands, of companies across Canada that produce weapons, weapons components, and other military equipment destined for Israel. This includes parts for Lockheed Martin’s F-35 fighter jet that Israel is using to bomb Gaza, armored vehicles, small weapons, bullets, and more.

Since October 2023, the Canadian government authorized $28.5 million in new military exports to Israel with plans for $95 million more by 2025. In 2025, it authorized over $37 million new (known) military exports to Israel.

This is Canadian taxpayer dollars going towards the genocide of the Palestinian people.

In March 2024, the Trudeau government announced a pause on authorizing new permits for military exports to Israel. However, this measure initially did not affect the $95 million in export permits approved before January 8, 2024, nor did it appear to apply to goods reaching Israel through the US and other third-party countries. And while Canadian Foreign Affairs Minister (at the time) Mélanie Joly announced in September 2024 that she had suspended “around 30” export permits for sales of military goods to Israel over the summer of 2024, she provided no details on which companies were included nor what kinds of military goods the permits covered.

Current Minister of Foreign Affairs Anita Anand also continues to dodge the issue by failing to fully answer/clarify questions about Canada’s arms shipments to Israel. Prime Minister Mark Carney has also failed to address the issue.

Canadian Manufacturers Involved in the Production of the F-35 Fighter Jet

The F-35 is Lockheed Martin’s flagship fighter jet and the most advanced warplane currently being used by the Israeli Air Force to bomb Gaza and Lebanon.

The Arms Embargo Now campaign has found that there are over 100 weapons and technology manufacturers across Canada that are involved in producing parts for the F-35. These companies are profiting from the production of F-35 jets that are being used in the bombardment of Gaza.

Canada Trades Weapons and Technologies Such as Surveillance Tech with Israel

Canada also purchases military equipment and technology, including surveillance technology, from Israel. Israel boasts that much of the lethal and intrusive surveillance military tech it develops is battle-tested on Palestinians. This includes everything from face recognition technology to new types of tear gas to bullets and other artillery.

To fully end its complicity in Israel’s crimes, Canada must not only end its supply of weapons and weapons components to Israel, but also end its purchases and imports of military equipment and technology from Israel, by imposing a FULL, TWO-WAY ARMS EMBARGO ON ISRAEL.

    2. CANADIAN ORGANIZATIONS SEND TAX-FREE donations to fund Israeli military and illegal settlement projects, in violation of Canadian and international law.

Watch CBC’s Fifth Estate report “FUNDING THE OCCUPATION: Investigating Charities Getting Tax Breaks for Funding Palestinian Displacement” (October 16, 2025)

Since 2024, the Canada Revenue Agency (CRA) has revoked the charitable status of several Canadian organizations with charitable status that were found to be supporting Israeli military projects, including the Jewish National Fund of Canada (JNF Canada), the Ne’eman Foundation, and Herut Canada.

Jewish National Fund of Canada (JNF Canada): The CRA’s audit revealed that JNF Canada had been directing funds to projects supporting the Israeli military, which contravenes Canadian regulations prohibiting charities from funding foreign armed forces. The CRA found that JNF failed to be established solely for charitable purposes and engaged in activities unrelated to its charitable mission. It said it also lacked proper direction and oversight over the activities conducted in Israel, resulting in resources not being used directly for its own charitable efforts. JNF Canada appealed the case twice and lost both court appeals.

Ne’eman Foundation: The Ne’eman Foundation, which funds various projects in Israel, had its charitable status revoked by the CRA in August 2024. The CRA found that the organization was neither established nor operated exclusively for charitable purposes. It failed to allocate resources toward charitable activities conducted by the organization itself, did not maintain proper books and records, issued donation receipts that did not comply with the Act and its regulations, and neglected to file required information returns on time. For these reasons, the CRA said it believes the organization no longer meets the necessary criteria for charitable registration.

On November 15, 2025, the CRA revoked the charitable status of Herut Canada Charitable Foundation (also known as Magen Herut Canada or Herut Canada). The CRA cited three Income Tax Act provisions as the basis of revocation, finding that Herut Canada failed to comply with the requirements of the Income Tax Act. Herut Canada, based in Dorval, QC, was initially registered as a charity in January 2021 and has roots in the Zionist Irgun terror group that operated prior to the formation of the state of Israel. In 1948, Albert Einstein and other prominent Jewish intellectuals labeled Herut “a political party closely akin in its organization, methods, political philosophy and social appeal to the Nazi and Fascist parties.” In the late 1980s Herut became the Israeli Likud party (information from Just Peace Advocates).

And this is just the beginning. There are more “charitable organizations” in Canada that are sending funds to Israel, tax-free, SUBSIDIZED BY Canadians, which must be uncovered and their charitable status revoked.

Among these is the HESEG foundation, founded by Indigo bookstore CEO Heather Reisman and her partner Gerald Schwartz, who owns WestJet through his company Onex Corporation. Through the charity, the couple have funneled more than $40 million to Israel to support Israeli soldiers through a program called “The Lone Soldier,” providing scholarships and other support to foreign nationals who enlist in the Israeli military, a violation of Canadian law. The CRA must revoke the charitable status of HESEG. Learn more about HESEG and Indigo from the Boycott Indigo campaign at boycottindigobooks.com.

The Magen Herut Canada (MHC) vigilante group in Canada, which has been seen patrolling the University of Toronto St. George campus to intimidate Palestine supporters who oppose Israel’s genocide in Gaza, is another pro Israel organization with charitable status in Canada. MHC offers free workshops for Krav Maga, a defense training developed for, and used by the Israeli military. The registered charity fundraises to purchase protective gear for members who must have experience in security, policing, or the military. MHC also works closely with private security firm JFORCE, which provides “protest security” for Israel supporters. Sign this letter to demand that the CRA revoke MHC’s charitable status: https://actionnetwork.org/letters/tell-cra-magen-herut-isnt-charitable.

    4. CANADIAN CITIZENS JOIN THE ISRAELI MILITARY IN VIOLATION OF CANADIAN LAW: According to Canada’s Foreign Enlistment Act, enlisting in a foreign military, especially during wartime, in is an offence.

MORE ON CANADA’S MILITARY CONTRACTS & DELIVERY OF WEAPONS TO ISRAEL

From the ‘Arms Embargo Now’ campaign website.

With over 200 active permits for shipments to Israel, the suspension of 30 permits is nowhere near the full arms embargo that is required of the Canadian government to help end this genocide.

Moreover, as a signatory to the Arms Trade Treaty (ATT), which Canada ratified domestically in 2019, Canada holds a legal obligation to ensure its arms exports do not contribute to serious violations of international law or to violence against women and children.

The ongoing situations in Gaza and Lebanon call for a reassessment of our arms transfers, as these exports appear to conflict with the ATT’s commitments.

Canadian parliamentarians also pushed for greater transparency around military exports specifically to the US, leading to a regulatory amendment to the ATT that states “a permit is required to export these items to all destinations, including the United States.”

However, Canada is not adhering to this regulation as it is using a loophole to send weapons and weapons components to the US. The parts are used in the assembly of military equipment, which when complete, is then sent to Israel.

The majority of both Liberal and Conservative members of parliament (MPs) have failed to answer Canadians’ calls for an immediate, full, two-way arms embargo and sanctions against Israel to end the genocide.

Here is a full list of demands for the Canadian government to end its support of the genocide, and to support the right of Palestinians to self determination and statehood.

    • A FULL ARMS EMBARGO ON ISRAEL.
    • AN IMMEDIATE AND PERMANENT CEASEFIRE.
    • RELEASE OF THE 10,000+ PALESTINIANS IN ISRAELI PRISONS, MOST HELD WITHOUT CHARGE, AND INCLUDING HUNDREDS OF CHILDREN.
    • LIFT THE 18-YEAR+ SIEGE ON GAZA.
    • END THE ISRAELI OCCUPATION OF ALL PALESTINIAN TERRITORIES, INCLUDING THE WEST BANK.
